CCISD News: CCISD Receives Its Ninth "Recognized Rating"

According to CCISD spokesperson Karen Permetti, Clear Creek ISD achieved a Recognized rating from the Texas Education Agency, TEA, for the ninth year in a row. Recognized is the highest rating that a large school district (more than 25,000 students) such as CCISD has ever received.

A potentially controversial new TEA accountability rating system is in place this year.

Information on this new rating system for Texas schools is available in the TEA 2004 Accountability Manual.l

In 2004, all TAKS subject areas counted towards a school’s rating, including science and math. Also, all student measures (test scores) were evaluated for the 2004 ratings, including the scores of limited English proficiency students and special education students.

The scores of each of four student sub-populations counted towards a school’s rating: African American, hispanic, white and economically disadvantaged.

Other factors considered in the 2004 rating of schools in Texas included school completion rate and dropout rate.

In a press release by CCISD, Superintendent Dr. Sandra Mossman said, “Our students performance was outstanding. They made significant gains; many were in the double digits. We are very proud of our students, teachers and staff for their hard work.”

In a press release by TEA, Commissioner of Education Shirley McNeely said, “I know, however, that some schools will be disappointed with their ratings today. I encourage members of their community to look closely at the data behind the ratings. In most cases, these schools and districts have not had a decline in academic performance. The state has significantly raised the bar primarily through its testing program, which will not be fully phased in until the Spring of 2005. If anyone has any doubt about the difficulty of the TAKS tests, may I suggest that you take a look for yourself online at www.tea.state.tx.us .”

Six schools were rated Exemplary, 18 schools were rated Recognized and nine schools were rated Acceptable.
