Dr. Mossmanís Raise Stirs Up Controversy

Some area residents expressed concern about the $10,000 raise in salary to $185,000 a year and a $600 car allowance that was given Superintendent Dr. Sandra Mossman at the February 24 CCISD Board meeting. The salary increase and car allowance will not begin until June 30, 2004.  Also, Dr. Mossmanís contract was extended by three years.  Her contract now runs through June 30, 2007.

The school district provided information about area salaries at the March 23 Board meeting.

District Spokeswoman Karen Permetti provided a chart from the 2003-2004 TASB/TASA Superintendent Report by the Texas Association of School Boards and the Texas Association of School Administrators. This chart showed a salary range of $160,000 to $278,815 for superintendents with an average salary of $194,691 for Texas school districts of similar size: 25,000 to 49,000 students. Dr. Mossmanís new salary will be over $9,000 a year less than this average.

This raise will bring Dr. Mossmanís salary up to the salary level of the superintendents of Conroe and Humble ISDs.  The superintendents of other districts of similar size in our region make more than the Texas average. The range is from $195,000 a year for the superintendent of Spring ISD to $278,815 for the superintendent of Pasadena ISD.

Board President Glenn Brown was concerned about unfavorable letters about Dr. Mossman in response to the salary increase and car allowance. He defended her by saying, "I think anybody who would sit down and take a studied look at the salaries of superintendents of districts of this size with her level of education and experience would instantly see that the salary increase that we approved was by no means exorbitant. And secondly, I want to say that the superintendent of this school district is a true woman of integrity and character. (And) one thing that she said over and over again was that if the teachers of this district do not get a raise, I donít want one either."

President Brown also indicated that the amount of the car allowance was similar to the monthly car expenses submitted by Dr. Mossman.  He said that the car allowance frees Dr. Mossman from the paperwork involved in logging and submitting mileage.

CCISD Ups Teacher Salaries

LEAGUE CITY, Texas. The CCISD school board approved a salary increase for teachers, the purchase of 65 new school buses and criteria for contractor selection for construction projects at its March 23 meeting.
